Successful completion of missions (sorties flown, # of enemy aircraft shot down, etc) is not part of SOLDIER. A MilHist RfC on this topic has failed to gain consensus in May of 2017:

On further inspection, the subject did command a number of air wings. However, I consider SOLDIER to be rather generous when it comes to air wings. The equivalent unit for land forces would be a division, commanded by a general. Since the commanders are almost never generals, the air wings seem to be closer to regiments when it comes to assuming notability for commanders.
