Changed the sub-section heading under section Structure from Organs to Hierarchy (Chair, MC, IPC, …); still don't think it's precisely the right word but that's the best that came up and Organs definitely doesn't fit!

Chair says "… represents EUREKA externally and agrees with the ESE (Secretariat) on the level of support it should provide, which is then incorporated into the ESE’s business plan." — Does the Chair simply support whatever the ESE proposes? Are the Chair and ESE jointly responsible for the approval? Are one/both merely a rubber-stamp formality approving whatever the HLG/HLRs approve? Are they argreeing on the level of support Σ! should provide to individual projects? Or on some other "level of support it should provide"? And if so, to whom?
HLRs — Do they democratically vote (i.e. each with an equal 1/40th vote), or is there a more complicated process involved?
NIPs — Above it says 2009 - Bosnia and Herzegovina join as NIPs; how does that relate to the definition of NIPs? How does being a NIP compare to being a full member?
The NIPs (which resembles the derogatory name which was used during WWII for Japanese and should probably be changed), indicate that some projects have been put forward and/or are ongoing; has the Associated Country (South-Korea) put forward and projects and/or received any funding?

Rephrase[edit]

With the exception of a few copyedit changes, much of the text is still a cut & paste of the EUREKA site; as the already existing tag in references says, more independent/third party references needed; and much of the text should be rephrased.

"### millions" and "#.#bn" (billions)[edit]

Started by changing all € figures to millions to avoid confusion with sequential lines of numbers like "730 million" … "93 million" … "3.8 billion" … "6.1 million" where the 3.8 billion can get lost in the comparison; but then came across some situations where some of the numbers already in the article were sums of other numbers also listed and the case where "5,300 million" was listed as the sum for listed figures of "745 million + 730 million + 3,800 million" = "5,275 million"; rather than picking what to arbitrarily edit, changed to "5.3bn" (which is sufficiently accurate as a rounded number); switched all large numbers > 1,000 million to billions (i.e. short scale), using the form "#.#bn" as per WP:Numbers#Large Numbers. Hopefully "730 million" … "93 million" … "3.8bn" … "6.1 million" is now less likely to be misread, even if it's no more precise.

"Euro" → "euros"[edit]

For Euro versus euros the non-English translation over to English would appear to be singular ("Euro") and in this case capitalized; however, standard RS translation (New York Times & BBC) is plural, lower case ("euros") (as with "dollars").

Eurostars: Eurostars is Eureka's flagship SME funding programme that supports R&D-performing SMEs (alongside other types of organisations) leading international project consortia. It is co-funded by 36 participating Eureka national funding bodies and the European Union Horizon 2020 framework programme. Since 2014, the Eurostars programme has mobilised over 1.75 billion euro.
Clusters: Clusters are long-term, strategic industrial initiatives. Cluster projects usually have a large number of participants and aim to develop inclusive technologies of key importance, mainly in ICT, energy and more recently in the biotechnology and automation sectors. Eureka Clusters are known to have had a particular impact on the ability of the European microelectronics sector to compete with other continents.
Network projects: Network projects is a flexible funding programme for all organisations collaborating on international R&D projects. It is open for applications all year, but there are also country-specific calls for projects launched frequently. These are sometimes thematic and can be for bilateral or multilateral collaborations.
Globalstars: Globalstars follows the same programme model as Network projects. Calls for projects are launched between Eureka countries and one non-Eureka country. In recent years, national funding ministries/ agencies from e.g. Brazil, India, Japan and Singapore have collaborated with Eureka using this programme.
InvestHorizon: InvestHorizon is the only Eureka programme that doesn't offer funding, but rather trainings, workshops and international events. It is a European Union-funded joint investment readiness programme in collaboration with Eureka that supports deep tech SMEs seeking Series A investment.
