http://apps.ams.usda.gov/FarmersMarkets/ is a database search form whose existence is not obvious from the title "USDA Farmers Market Facts & Statistics". 3 external links total is not a "directory". A database search form is not a "how-to".

So we should add the link because it is not apparent that it is on the other linked page? That fits my definition of a directory.
