Relationship between agencies?[edit]

It is unclear from this article what the relationship is between the Federal Commission of Securities Markets and the Federal Financial Markets Service (Russia). They both appear to be financial regulators and have similar structures, I found a couple of conflicting references, one where it says that both agencies were created at the same time from the same legislation [1]] and one that says the FFMS supersedes the FCMS but thats seems less credible as both have valid web sites.
