Two-tier[edit]

Dr. Bird has reviewed this Wikipedia page, and provided us with the following comments to improve its quality:

Not bad. but may not respond very well to what most looking at this article are likely seeking i.e. a clear explanation of what some politician or journalist has just called 'fiscal imbalance.' In other words, a better approach might be a bit longer exposition of the variety of concepts often given this label and a explanation (not that different than that found in this piece) of why and when a better definition of this concept may perhaps be useful in clarifying rather obfuscating the discussion.

We hope Wikipedians on this talk page can take advantage of these comments and improve the quality of the article accordingly.
