Is "Hay, John (1902). "Assistance Rendered by French Cruiser Protet in Extinguishing a Fire in San Francisco Harbor". Papers Relating to the Foreign Relations of the United States with the Annual Message of the President. Washington D.C.: Government Printing Office: 478." this? If so, it appears the year is wrong?
- It's that letter, but it was published here in 1902, which is where I found it
Why do you use roman numerals for the Journal of the Royal United Service Institution sources, but arabic numberals for Notes on Naval Progress, even though that source also uses roman numerals? It also appears that Lieutenant L. R. de Steiguer was the author of that chapter.
- Good question - I was probably looking at the title in Google Books (they use arabic numerals for everything) and forgot to convert it
No OCLC for The Cyclopedic Review of Current History? OCLC 977668285 seems like a match?

The sole image in the article seems to be licensed appropriately, but the link provided is dead, so I can not verify the details provided.
