"He may have died" ...?[edit]

The article concludes with:

From this point, Claudius is not mentioned again, and it is believed he may have died.

Why the passive subjunctive "it is believed he may have" died?

Of course he died. We don't have a specific year; all we have is the last known mention of his name.

Perhaps the article should state (if this is the case; I don't know) that "he may have died during the course of his ambassadorship", or "he may have died before completing his diplomatic mission", or words to that effect.
