No such institution exists, as far as I can tell...

The hits you are seeing on google do not appear to be "reputable college directory sites" as you suggest, but rather content aggregators which merely spew back information from some other feed. An example of a reputable college directory site would be Peterson's (http://commondataset.org), which yields no valid matches. There doesn't appear to be a single reliable source for anything about this institution, such as an administrator's name, a contact email address, an article in a journal, magazine, or newspaper, etc. Per Wikipedia:College and university article guidelines, this article (if not a hoax) fails any semblance of notability. Google Books searches show that this is in fact listed in Peterson's and other reputable directories both under its current name, and its old name. Notability might be questionable, but this is certainly no hoax, and I think there's enough possibility of notability to mean that this shouldn't be deleted without discussion at WP:AFD.
