Boosalis served as the Nebraska Democratic nominee for governor in 1986. Early polls showed her and her Republican opponent, Kay Orr, as closely tied in the race to succeed Democratic Governor Bob Kerrey, who had chosen to not seek a second term. Boosalis put forward a plan to reorganize state government that was characterized as advocating a tax increase by the Omaha World Herald. Orr capitalized on the opportunity and began negative television ads in mid-August. Polls released after Labor Day showed the Republican had opened a substantial lead over Boosalis, whose campaign never recovered from the two weeks of unanswered negative media.
