Another major development occurred in 1962, when ETSC was authorized to grant doctorates by the Texas Commission on Higher Education, initially offering one in English and three in education. – I'm curious about the Texas Commission on Higher Education. Is this commission notable? It seems like it was a predecessor for a new commission, but I'm sure you know more than me about this. I'm just thinking it could be redlinked or linked to the current/rebranded commission.
Done I've created a redirect to Texas Higher Education Coordinating Board, using the term Texas Commission on Higher Education. The current Higher Education Coordinating Board is not the same agency but it does fulfill a similar function, so I think this is appropriate. Hopefully someone will ultimately turn the redirect into a separate article on the Texas Commission on Higher Education, but for now I think a redirect will suffice. Done I've changed this to "ETSC and its predecessor East Texas State Teachers College (ETSTC)". The reason I used East Texas State was because this development in the 1950s happened during both the East Texas State College and East Texas State Teachers College period. Both were referred to as "East Texas State". Do you prefer "ETSC and its predecessor East Texas State Teachers College (ETSTC)" or "East Texas State" to convey something that happened across a name change? women's intercollegiate athletics would not exist at East Texas State until the passage of Title IX in 1972 – Same here, unless it is East Texas State University (since it renamed in 1965). Should it be ETSU?

the Lions enjoyed continued athletic achievements during the ETSC era – The Lions is the school's mascot? Its mention is kind of abrupt since there was no previous mention of it. Consider integrating it into the prose so readers know what you're talking about.

Nonetheless, an East Texan student newspaper survey – Question for you. Could the student newspaper have an article? UT's The Daily Texan has one, but I'm not sure if this one should/could, too. If so, consider redlinking it.
All good here. My only question (not a requirement) is why Citation # 1, 2 and 20 are not included in the References section since they are books.
The reason I didn't use the Harvard-style citations for references 1, 2, and 20 is because I only cited from one page each from those sources. If I had cited from two or more pages, as I did for the Reynolds and Sawyer books, then I would have used Harvard-style citations for them, too. If you feel strongly about it, I can certainly use Harvard-style citations for all three of those one-page book citations. I just thought that it wasn't worth having a two-part Harvard-style citation for sources I only used a single page from.
