Move counter RMs and RfC[edit]

This again has to be documented as it is the second time this article has been moved counter consensus:

This move was counter RM Talk:Cần Thơ 07 August 2011. And was reverted following confirmation of that RM result at Talk:Cà Mau:

WP:BRD does not approve moving articles counter RM results, and WP:VIETPLACE says nothing about removing Vietnamese alphabet, and follows a RfC with 23 to 16 (or 10) majority support for use of Vietnamese names in titles.
