Is this the same thing as Huairouxian (county)? I see conflicting information whether it is district level or county level. --Lost-theory 03:59, 24 July 2006 (UTC)[reply]

Huairou has been a district (区) for sometime; many of the counties in the municipality were restructured as districts. I'm not sure how long it's been, but it was that way in 2003, at least.70.132.14.22 03:31, 13 July 2007 (UTC)[reply]
