clarification needed[edit]

Explain/clarify why the word "tolerate" is used in this sentence: "The fenestrae structure of the hypophyseal portal system needs only a small amount of hormones to tolerate a rapid exchange between the hypothalamus and the pituitary gland to stimulate an accurate effect in the respective target organs in the body."
