Contradictory definition[edit]

The article is unclear and contradictory wrt the IP-nature of an "IP tunnel". To my understanding, IP tunnelling is used to connect two disjoint IP networks across a transit network which may or may not use IP as a network protocol. Most of the article agrees with this, but the opening paragraph states "[IP tunneling] is used to transport **another network protocol** by encapsulation of its packets." (emphasis mine), which means the exact opposite - that IP is the transit protocol, and the communicating networks can be non-IP based. Please help clarify this.
