This could also stand for "In-system serial programming", an electronics standard for programming a microcontroller via 5 wires in-circuit. The Cypress PSoC documentation references this, but it is probably similar to the ICSP ("in-circuit serial programming", used here) used by other manufacturers such as microchip. Comments on that anyone?
