WHY[edit]
That clients of State Independent Living Councis are often more vulnerable members of the Wiki community and the general population may be WP:OR but it certainly should suggest to fellow editors that hatnotes/hatenotes (scarecrows) should not be used by those who can either add to this article, to improve it for the benefit of others, or - to politely put it - move on to another article. This is not to discourage good faith attempts, just to pass along part of something with which I was brought up: try to leave things at least as "good" as you found it; make improvements, where possible, but don't harm the situation.
