Merge proposal[edit]

I'd like to merge this article with U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007, the law that established these benchmarks. I think I can condense everything down and fit it nicely into the "Withdrawal from Iraq" section. My reason is that these benchmarks did not end up playing a particularly significant role in the withdrawal, compared to all of the other legislative efforts listed at Withdrawal of U.S. troops from Iraq#Congressional proposals and acts. There is also the issue that this article is a bit of an embarrassment at the moment, considering it has been out of date since summer '07.
