Major work needed.

I'm going to suggest that this page be deleted or redirected because I'm pretty sure the subject is in fact:

• Liublinskii, Iulian Kazimirovich
• Born Nov. 6 (17), 1798, in the village of Liublinets, near Novograd-Volynskii; died Aug. 26 (Sept. 7), 1873, in St. Petersburg. Russian revolutionary and Decembrist. Nobleman owning a small estate.
  

I found this at [1] which apparently nicked it, in turn, from: The Great Soviet Encyclopedia, 3rd Edition (1970-1979).

• After reading up on the options for this page, it seemed that I should do a 'move'. On my own cognisance ... without asking anyone's permission! eeek! So I did!
  I'll now try to make the article more readable and then ask for a review by someone. I'm really not good at this WP:BOLD stuff.

Note for future research ... the original page included "(authentical surname Motoszonowicz)" which might warrant some investigation
