Under this system, M'ba may appoint ministers whose functions and limitations are decided by him. - Do you mean he could? May is future tense, not past tense.

Aubame resolved the problem by resigning from his post as President of the Supreme Court, complicating matters for M'ba. - This is total POV. Can you change "resolved" to something less POV.

Amoung M'ba supporters, they were not; a small bomb exploded outside the United States Embassy in Libreville on 6 March. - Spelling error, and among needs to be replaced, previous sentence uses it.
