Day Job[edit]

What does this mean?[edit]

He was also involved in the Project for the New American Century, that claimed the absence of a "catastrophic and catalyzing event - like a new Pearl Harbor" in the document "Rebuilding America´s Defenses", which was released in September 2000.

Factual errors in biography of Secretary of the Navy John Lehman[edit]

We are writing to correct factual errors that several of us tried to delete but they were reinstated the day or after each time we deleted them. Here is the evidence that the sentence in the biography is in error. We request that it be deleted permanently.

A sentence in the biography is incorrect and misleading. It reads, "Lehman sided with General Dynamics after they falsified inspection records to hide welding flaws on submarines and pushed a settlement that paid them over $600 million dollars for what (Admiral) Rickover called shoddy work."

Rebuttal: The settlement was reached in 1978. Secretary Lehman took office in 1981. Evidence: "In October (1978) President Carter signed the defense bill authorizing the settlement...the claim had been $544 million, yet by the time the navy finished paying under all the terms of the settlement, the government had given General Dynamics a total of $639 million in cash." SOURCE: Tyler, Patrick. The Silent War, Rickover and General Dynamics. New York: Harper and Row 1986, page 247.The entry in the Wikipedia biography relies on an OpEd piece from Time Magazine, December 24, 1984. It is footnote #11. It is the source of the incorrect information, in fact, it does not even date the reference to the settlement. 

Secretary Lehman never sided with General Dynamics. In fact, throughout his tenure as SECNAV he was in almost constant dispute suing them for false claims, suspending progress payments and canceling signed contracts. Here is a sample of press coverage of his relations with General Dynamics. 1. New York Times, May 22, 1985. "Secretary of the Navy John Lehman said he was canceling two missile contract with General Dynamics. www.nytimes.com/1985-05/22/business/general/general-dynamics-draw-penalties-on-navy-dealings.html. 2. Los Angeles Times, May 22,1985. Navy Secretary John Lehman accused General Dynamics of "maximizing profits without regard for the public trust. The settlement was in 1978 under the direction of Secretary of the Navy Graham Claytor. President Carter signed the settlement into law in October 1978. It was Public Law 95-485 92 Stat 1611. Section 821.
Mr. Lehman took office in February 1981. The settlement took place 3 years before he took office. He had no involvement in process.
Narrative evidence of the above can be found in Tyler, Patrick. Running Critical: The Silent War, Rickover, and General Dynamics. New York: Harper & Row. 1986. page 247, "In October, President Carter signed the defense bill authorizing the settlement, and the $300 million advance payment check was rushed by limousine to a Virginia bank for wire transfer to Chicago."
We do not dispute any opinion stated about the behavior of General Dynamics. The issue is the statement about Mr. Lehman.
The sentence in Wikipedia's biography of Mr. Lehman is based on an OpEd piece in Time Magazine that was written in 1984 and was without any source. In fact, it was more than likely an editing error that omitted the date in the article.

I wanted to add another source. It is a General Accounting Office (GAO) report titled, "The 1978 Navy Shipbuilding Claim Settlement at Electric Boat: Status as of December 26, 1981: Plrd-83-5. Electric Boat is a divsion of General Dynamics, Inc. This is an extract that describes the issues involved but more importantly confirms the date of the settlement as 1978 which is when Secretary of the Navy Graham Claytor was in charge. Mr. Lehman did not become Secretary of the Navy until 1981. It reads:
"GAO reviewed the status of two contracts for constructing attack submarines. The review was made to ensure that funds authorized in a 1978 settlement between the contractor and the Navy are used only on the two contracts and that the prime contractor does not use such funds to realize any combined profit on the contracts.
I can offer more sources as to the date of settlement if you wish to see more.
