Nomination

Who and what method is used to choose the members? Colonel Marksman 18:55, 7 September 2006 (UTC)

The Joint Chiefs of Staff are comprised of all five chief of staffs of the armed forces of the United States under 10 U.S.C. § 151. The Chairman is nominated and elected 10 U.S.C. § 153 and the Vice Chairman is nominated and elected under 10 U.S.C. § 154. Neovu79 (talk) 06:37, 2 March 2008 (UTC)
The members of the JCS comprise the Chair & Vice Chair, the Chiefs of Staff of the Army & Air Force, the Chief of Naval Operations, and the Commandant of the Marine Corps. Joint Chiefs "do not command their services" ?

The article contrasts the Coast Guard Commandant with the members of the Joint Chiefs and states "In contrast to the Joint Chiefs — who are not in the military's operational chain of command — the Commandant of the Coast Guard commands his service." Last I looked, the Chief of Staff of the Army, the Commandant of the Marine Corps, the Chief of Naval Operations, and the Chief of Staff of the Air Force do indeed command their respective services. Is there a subtlety I am missing, or is this statement incorrect? Eastcote (talk) 20:53, 30 August 2010 (UTC)

Their authroity to supervise their respective services is dependent upon and derivative of the statutory authority vested in the Secretary of the Military Department concerned, as provided in 10 U.S.C. 3013, 10 U.S.C. 5013 & 10 U.S.C. 8013. In other words, the Secretary of the Army is not required to use the Chief of Staff of the Army at all, but could, if he/she so wishes directly supervise the Army in person or delegate that duty any other officer, civilian or military. In any case the Chiefs of Staff, even the Secretaries, of the services do not "command" the combatant forces. They are responsible only for the preparation of those forces, training, procurement and such and acting as "advisers" to the actual combatant chain of command. The operational chain of command is from President, SecDef to the geographical unified commands. 10 USC § 162 - Combatant commands: assigned forces; chain of command makes it clear:
  • (b) Chain of Command.— Unless otherwise directed by the President, the chain of command to a unified or specified combatant command runs—
  • (1) from the President to the Secretary of Defense; and
  • (2) from the Secretary of Defense to the commander of the combatant command.
So, no, the Chief of Staff of the Army, the Commandant of the Marine Corps, the Chief of Naval Operations, and the Chief of Staff of the Air Force or the Secretaries of those components do not "command" their services in the field. About the Joint Chiefs of Staff (JCS official site) states: "all JCS members are by law military advisers, and they may respond to a request or voluntarily submit, through the Chairman, advice or opinions to the President, the Secretary of Defense, or NSC" and "In World War II, the U.S. Joint Chiefs of Staff acted as executive agents in dealing with theater and area commanders, but the original National Security Act of 1947 saw the Joint Chiefs of Staff as planners and advisers, not as commanders of combatant commands. In spite of this, the 1948 Key West Agreement allowed members of the Joint Chiefs of Staff to serve as executive agents for unified commands, a responsibility that allowed the executive agent to originate direct communication with the combatant command." History: Joint Board in WWII

This phrase is ambiguous: "Although its 1935 publication, Joint Action of the Army and Navy, gave some guidance for the joint operations during World War II, the Joint Board held little influence in that war." There is not actually a Joint Board document titled "Joint Action of the Army and Navy", although a dozen documents include that phrase in the title (typically followed by a war plan color designation). Was this intended to reference the 1938 publication "Study of Joint Action in the Event of Violation of Fascist Powers", which provided the conceptual underpinnings of the US's actions in WWII? — Preceding unsigned comment added by Apowers313 (talk • contribs) 22:52, 16 November 2011 (UTC)

@Marilyn Reardon: The Army Chief of Staff from 1 October 1960 to 30 September 1962 was General George H. Decker, and from 1 October 1962 to 2 July 1964 was General Earle G. Wheeler. The Commandant of the Marine Corps beginning 1 January 1960 to December 31 1963 was General David M. Shoup. The Chief of Naval Operations during the period 17 August 1955 to 1 August 1961 was Admiral Arleigh A. Burke, from 1 August 1961 to 1 August 1963 was Admiral George W. Anderson Jr., and from 1 August 1963 to 1 August 1967 was Admiral David L. McDonald. The Air Force Chief of Staff during the period 30 June 1961 to 30 January 1965 was General Curtis E. Lemay. The Chairman of the Joint Chiefs of Staff from 1 October 1960 to 30 September 1962 was General Lyman Lemnitzer and from 1 October 1962 to 1 July 1964 was General Maxwell D. Taylor.
