Question about second paragraph in Plot section[edit]

"She even suggests to Ian that he should break the rules - the but Ian consider breaking the Market Research Code of Conduct too much, and therefore something he would never do, even if it would make his job easier."

I'm still having trouble with these two sentences:

"While Ian believes [he] is trying to be kind to her, actually [she] just wants him to get as many responses to his surveys as he possibly can. She even suggests to Ian that he should break the rules - but Ian considers breaking the Market Research Code of Conduct [...] something he would never do, even if it would make his job easier."

Does that mean:
(1) Ian believes he is trying to be kind to Mary
(2) but Mary wants lots of responses
(3) Mary suggests breaking the rules (violating the Market Research Code of Conduct)
(4) this is unacceptable to Ian
