The following was added in 2018 as the only edit by a new user. It did not have any references and appears better suited to a travel guide. Maybe there are sources to extract some encyclopaedic information from it, so I will leave it here:

Special requirements concerning the Entry to the Border Zone between Russia and Mongolia

For people carrying non-Russian passports it is absolutely necessary to get a special document which allows you to enter the border zone. Without the special allowance you would get stopped, arrested and sentenced by the local branch of FSB (Federal Security Service of the Russian Federation) to pay a fine from 1.000 to 5.000 Russian Rubel. The whole process will cost you about 2-4 hours as well. Local travel agencies or other military or police departments will not give you correct answer for the Border Zone entry. Crossing the small sign with "Border Zone. Passports and Documents only." without special permission will immediately lead to cash fine up to deportation when other offenses will be found. Avoid entering every zone outside of Kosh-Agach due to dangerous law enforcement methods.
