Post Operators in Germany?[edit]

In Germany, there is more than just one post company. The Federal Network Agency maintains three lists of companies that have a license to provide postal service: http://www.bundesnetzagentur.de/cln_1911/DE/Sachgebiete/Post/RegulierungPostmarkt/LizenzenPara5PostG/LizenzenPostdienstleistungen/LizenzenPostdienstleistungen_node.html. One list contains operators with a Federation-wide license, the second is for state-wide licenses and the third one is for regional licenses. The list of Federation-wide licensees is 52 pages long, and DPAG happens to be just one of the numerous companies on that list. DPAG is thereby not more or less "designated" than any of the other companies on that list. For what reason has DPAG been chosen to be listed here, and not one of the other companies on that list? -- 62.156.41.199 (talk) 14:51, 27 January 2012 (UTC)[reply]

Albania[edit]

AFAIR, there is one country in the world which is widely recognized but not a UPU member and this country is called Albania. I therefore suggest that Albania be moved from "UPU members" to the second section. However, I don't have any source for this and I'm not sure whether this information is still up to date, so I'll leave this to someone who can confirm that this is correct. -- 62.156.41.199 (talk) 15:13, 27 January 2012 (UTC)[reply]

UPU membership?[edit]

I have another question: What kind of entity can become a UPU member? Is it a COUNTRY or TERRITORY that becomes a UPU member (e.g. the US or the PRC) or is it the POST COMPANIES that become UPU members? This question is important because today, there are territories which are covered by several post companies. One example of this is Germany where some addresses see mailmen from 4 different post companies each day. -- 62.156.41.199 (talk) 15:26, 27 January 2012 (UTC)[reply]

I mean, Germany-based private post companies cannot exchange mail directly with foreign UPU members. Instead, they have to route their outgoing international mail through a third country which treats the private mail company as a regular customer (i.e. they will cover the original stamp from the private post company with a stamp of their own), although bulk discounts are applied. Hence, we should regard the individual post operators as UPU members, not the countries or territories.
