Scope of the list[edit]

The current list seems to have upper stages from three categories: in service, retired, or under active development. It does not have any stages that are merely proposed, but not under active development. I'm fine with that, and think it is probably the correct scope for the article.

However, in my view,

a) such scope ought to be discussed and consensus achieved on this Talk page, and
b) the article prose ought to probably make the consensus scope explicit, in the article lede.

Thanks for catching that, I try to be careful not to use "Wiki".
