Embassies "based in" third countries?[edit]

The article informs us,

The Malawian Embassy to Nigeria is based in Ethiopia. The Nigerian Embassy to Malawi is based in Zambia.

This suggests that Malawi and Nigeria do not have direct relations, although the article seems to say that they do. Is the Malawian embassy to Nigeria located in Ethiopia; and is the corresponding Nigerian embassy located in Zambia? Or does it mean something else for these embassies to be "based in" third countries? Some explanation of this state of affairs would improve the article. J. D.
