Reducing the section on the disallowed goal[edit]

Hey all, just providing some reasoning for having reduced the section.. A) It really grew out of control, bringing in un-related decisions, and turned into attack on the referee, as well as giving undue weight on the section. Keep it narrow and focused, not like the kudzu that was the section previously.
