• Am surprised by the nature of the references. All maps and legislation? Surely someone has written about material which would colour this article....

How about this cool-sounding landmark which looks over the highway?

Anything else in local newspapers or libraries about black spots, poor or well-maintained bits...etc. ?

Maps are perfectly acceptable sources for use in an article of this type. It's been discussed several times, and the conclusion has always been the same. In fact, most US highway Featured Articles use them. There are over 10,000 individual state highways in the US; not all of them make the papers or guide books. The Twin Cities is the name for the Minneapolis–St. Paul metro area, so it's a proper noun. Imzadi 1979 → 07:07, 16 April 2012 (UTC)

"through" doesn't sound right either, because that word implies that the road passes from one side of the Twin Cities to the other when it does not; it ends in the middle of the region. Imzadi 1979 → 15:53, 16 April 2012 (UTC)

Pass or Fail: - can't find much to quibble about other than the fact that it is a bit..er..bare. I figure something notable must have happened somewhere or there must have been some controversy etc. Do the routes which became part of the highway in 1933 have some historical significance?
