Not so sure of this article.

"Mosaic theory" is used by the CFA Institute as a legal theory (don't know where they got it), a kind of common sense approach to defending yourself against an accusation of insider trading. It does not seem to be a theory of how to trade (other than common sense - "just piece everything together")

There does seem to be one SEC reference [1] but it is pretty vague.

From googling, it seems that some in the securities markets seem to use it as a synonym for "speculate."

In the government, it also seems to be a theory under which to deny Freedom of Information Act requests.

In short, the article seems to need some work, and might even be deleted. If we piece together too much of this information we may be violating WP:OR.
