The lead is unusually dry. Most, if not all other road articles I've seen nominated at GAN have the termini mentioned in the lead, while this one doesn't. It also doesn't seem to say enough about the history. Stuff like when the highway was first designated as a state route and when it was designated as a scenic byway are important enough for the lead, but are nowhere to be found.

The third sentence of the route description doesn't make any sense. I'd tell you how to reword it, but I'm not sure what it's supposed to mean.

You should mention the names of the scenic byways that SR 28 was designated as a part of in the history.
