Capacity > criticism section?[edit]

This passage is currently in the History > Background section: Compared to the new Downtown Spokane Stadium, Joe Albi was a much larger stadium with a capacity of 25,000-plus spectators.

It reads more like a criticism than anything to do with the history of this structure. I know there is certainly some criticism because of the advisory vote being ignored. Does this article need a criticism section or is there someplace better this specific passage could be (since it seems out of place in what should be a historical accounting)? —Locke Coletc 16:16, 3 October 2023 (UTC)[reply]
