I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. What should I do?

Please help suggest other things I can do to help make this page better. I have good knowledge about the content area of this page, but I am an inexperienced wikipedia author. Today I replace the broken spatial data mining link with a good link, and I inserted a citation to a US patent for Orthogonal Partitioning Clustering and removed the broken wiki-link for that term.
