Updates[edit]

This was a good article, but it hadn't been updated for a while. I made quite a few changes today, updating the infobox, adding sources, cleaning up references, adding a couple references, and updating a lot of the information in the article. I cannot figure out what's up with the footnote (#^ "Defending the state, empowering the people". Multinational Monitor. 17 (9): 20–24. September 1996. ISSN 0197-4637.). It doesn't seem to be referenced in the article, so I am going to remove it. If somebody knows where it belongs, please copy and paste it back into the article!
