Mr. Patrick (Pat) Johnston served twenty years in the Legislature, ten in the Assembly and ten in the Senate. He chaired the Senate Committee on Appropriations for six years and chaired the Assembly Committee on Finance and Insurance for four years. During his legislative years he was a registered demarcate and ran on the demarcate ticket. He was a campaign for healthcare that covered all California residence, including the children of illegal aliens. He represented the Stockton area of California. Patrick Johnston currently serves as the President and CEO of the California Association of Health Plans (CAHP). This is a lobbyist group that currently represents the top healthcare plans in California. Just after his years in the legislature, Mr. Johnston worked for Health Net in government relations and taught public policy part-time at UC, CSU and University of the Pacific. Mr. Johnston is an advisory board member of the UC Berkeley Petris Center on Health Care Markets and is a member of the California Delta Protection Commission. Mr. Johnston is a graduate of St Patrick’s College and holds a Master’s Degree from CSU Sacramento. Mr. Johnston is married and lives in Stockton. Mr. Johnston has a long history in the legislature of voting to enhance and protect access to healthcare. He often took the side on a bill that had no chance of winning in order to discuss the need for universal assess to healthcare. Through out his 20 years as a public servant he authored, co-authored and supported many bills that would enhance access of to healthcare for California residence. Some examples of these bills are: · Aug 3,1988-Voted yes on a bill that would establish a high-risk pool for people who can’t find health insurance anywhere else. Even though the bill would have little effect he was quoted as saying “it establishes as a public policy that we ought to have a high risk pool” · Jan 23, 1993 - require California employers to withhold $514 million over two years to restore solvency to the worker disability insurance fund that covers non-work-related injuries. · Sep 10, 1995- voted to provide healthcare to children of illegal aliens. Bill did not pass. · Dec 30, 1996 – Sponsored SB 1740-Gag clauses-- Health care plans are prohibited from telling doctors to conceal from patients various treatment options, including care they could offer to an applicant for coverage solely because he or she has a family history of an illness. · Sep 1, 2000 - health care for low- income workers a package of three bills was being moving through the senate, sponsored by Patrick Johnston. Patrick Johnston[edit]

Prior to his political career, Mr. Johnston spent time as a probation officer in Calaveras County, after which he joined the staff of the Calaveras Prospect, Weekly-Citizen and Chronicle, at the time was the oldest continuously published newspaper in the state. He left the newspaper to become the aide to then Assemblyman John Garamendi. When Mr Garamendi ran for election to the Senate, Johnston ran for Garamendi's seat -- the election against Adrian Fondse.

Mr. Johnston has never denied the allegation that Mr. Garamendi provided no endorsement or support in Mr. Johnston's campaign.
