PR Changes were partially reversed[edit]

There's some work needed on this. I came in to look at this after a bunch more buildings in the development area burned and people are again talking about all the fires burning down buildings on the North Side. I was surprised to see nothing about it here at all, then saw what looks like a paid PR person rewrote the article to be glowing and took out a lot of the controversial stuff that was in here. I still didn't add it all back, it has aged a bit and needs to be rewritten and sourced better, but if someone wanted to do that it'd be awesome.
