In Philippine Librarianship: A historical perspective by Rosa M. Vallejo, Institute of Library Science, University of the Philippines System, it is mentioned on page 13 that he is the first full time director of the Meseo-Biblioteca de Filipinas; the first public library in the Philippines.

Moreover, he is sad to have fathered the law creating the Phillipine library during the Philippine Assembly Era I think these are worth mention.
