@Isntabelle: I just came across this article on New Page Patrol. It doesn't seem to meet the general notability guideline: Of the three independent (non-WMATA) sources, only one discusses the subject in detail. I think it'd be best to merge this with Pennsylvania Avenue Line (Washington, D.C.), since the 39 was just a variation of that route.
