I just checked and this person is right. From Billboard Hot 100: "On the week ending November 12, 1955, Billboard published The Top 100 for the first time." Billboard was using three lists in 1950 -- 1) Best Sellers in Stores; 2) Most Played by Jockeys; and 3) Most Played in Jukeboxes.
