what's the difference?[edit]

i noted that the link for the Singapore River didn't work, looked at the source and found it to be referring to a planning area for which no article exists. Likwise, I found that the articles for Ang Mo Kio and Ang Mo Kio Planning Area were similar but the planning area page was outdated and had limited information. Is the page for Ang Mo Kio supposed to be for the present and the planning area for the future? I don't really see the utility of this? Why not merge them across the board? Why is the term "Urban Planning Areas" used?
It doesn't seem to be used on ura.gov.sg. Contrast site:ura.gov.sg "urban planning areas" with site:ura.gov.sg "planning areas"
