As I had created the entry on another wiki using the other language WP pages, I was back-copying here (and the requested references are on the other pages).

'As a compromise' (which would require some multilingual cooperation making use of the information on the various language WP pages) - a series of 'list of notable libraries in (country)' pages with relevant details: individually the libraries may have limited notability but collectively they are.
