Citation needed (Opinions section)[edit]

I'm confused by the 'Citation needed' message about the mayor promising to publish new guidelines. It's stated in the same Guardian story that's cited in the previous sentence. I could definitely see how it might need to be reworded, though, since technically it was the deputy mayor who said Sadiq Khan will be publishing the guidelines.
