is this a separate protocol, or just using the standaard IDLE command from IMAP?

This is not the same. The draft describes a stateless variation of IMAP via HTTP using device ids and session ids with some specific extensions like converting file formats, encryption, compression and synchronisation. For synchronisation that is state comparison, and event-based: the requirement of the IDLE command and some out of band options like sending an SMS message making the client connect to the P-IMAP server. -- Wilco
