@Claudevsq:, in your last edit summary you said "Of course, foreign does not come before U.S., but this case is different. See photo of Admiral William H. McRaven, for example, or James G. Stavridis, or Michael D. Stevens... You clearly see that Navy marksmanship comes after Kuwait Medal.." The error in your arguement comes from the fact that U.S. Air Force personnel are under Air Force policy developed by the Air Force Personnel Center (AFPC) regarding the order of precedence of ribbons for their ribbon rack and not U.S. Navy policies (like those three individuals you linked are under). For instance, Colón-López's Navy Presidential Unit Citation comes AFTER the Air Force PUC. Air Force policy regarding marksman ribbons is that the Air Force marksman comes before the Navy marksman ribbons and in the AF order of precedence the Air Force Training Ribbon comes after marksman ribbons and after that comes Foreign awards. Since I am active duty in the United States Air Force I am well aware of these policies and can speak from experience. Is the Air Force way different from the way the Navy does things? Yes, but that's because all branches of the U.S. military have different policies on these things (awards) and how they are displayed. This is why you see it displayed differently on Navy uniforms (like William H. McRaven, or James G. Stavridis, or Michael D. Stevens) than Air Force uniforms like Ramón Colón-López where the Navy Marksman ribbons are displayed after the AF marksman ribbon and before the AF training ribbon.
