The lead should[edit]

1/ "The lead should identify the topic, establish context, explain why the topic is notable [...]" (Wikipedia:Manual of Style/Lead section)

"Regulation of self-driving cars and Autonomous Vehicles and automated driving system": This does nor refer only to cars but also to some other kind of vehicles.

Are Advanced driver-assistance system included in the definition of "self-driving cars"? Is there a regulation defining what is a self-driving car?

2/ "the emphasis given to material in the lead should roughly reflect its importance to the topic, according to reliable, published sources. Apart from basic facts, significant information should not appear in the lead if it is not covered in the remainder of the article." (Wikipedia:Manual of Style/Lead section)

"strongly related to the success of the actual technology.": The body does not state how strongly it is related.
