Purpose of the Definition section of the article?[edit]

The definition provided is not much different than the standard definition of an electorate. The second paragraph appears to be more so an explainer of something, instead of an establishment of a definition. --PGill2021 (talk) 18:48, 21 January 2021 (UTC)[reply]
