Motive[edit]

The article starts: "The Richmond, Petersham and Ham Open Spaces Act 1902 was enacted to protect the view from Richmond Hill, London."

This may be the intention of those who voted it through, though the intention of its promoters was to permit development in Ham, which at the time was the more significant effect of the act. The "protection of the view" is what we would now call public relations by providing a planning gain - which proved to be a very successful one. Davidnugget (talk) 09:07, 3 October 2015 (UTC)[reply]
