I dont think the article is howto
I am new to wikipedia, and this can be the reason, but I cannot understand why this article is flagged as howto{{}} and it has been for a long time.
According to me it only sketches the basic procedural steps of risk management.
Somebody can help me understand?

- It's gotten better over time, but still needs work. Too much material is presented in an instructional manner, rather than being descriptive. --Ronz (talk) 17:15, 6 October 2010 (UTC)
