Fair use rationale for Image:Greater Manchester County Council Arms.png[edit]

Image:Greater Manchester County Council Arms.png is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. I have now added content from the above links, but have only been able to record the references with each section, rather than produce cites (limited time). The site doesn't have a licence compatible with Wikipedia, and I assume that it is copyrighted as there is nothing to say that it isn't so I've removed the text from the article. Proposed move[edit]

I propose renaming the article River Douglas (Lancashire) avoiding confusion with River Douglas, Isle of Man. A disambiguation page can then be created at River Douglas linking to the two articles. Philphos (talk) 14:16, 31 October 2011 (UTC)[reply]
