I've done more web searching and I cannot find the Ottawa Citizen source anywhere on the Internet including the Ottawa Citizen archives. I've removed all unsourced text since the article has been tagged 'refs needed' since 2009. I've added some additional sourcing to show he did in fact run for office in 1997 and 2000. However, there is no source or indication that he was a party leader. In fact the sources I've found indicate he was a businessman.
