Multiple biography of Samuel Rodtiguez report him as "leader of Hispanic Evangelical movement", referencing CNN and Fox News. There are other similar description from WSJ and other media. It seems strange to refer to immigrants from Puerto Rico, since Puerto Rico is part of the US, Puerto Ricans are legally US citizens, and US residents can move freely back and forth to and from Puerto Rico and the rest of the US.
